BMC Approves to Revise the Mumbai Development Plan

Mumbai Development Plan is put on hold and will be released after revising it thoroughly. A high powered BMC committee has approved a proposal to revise the existing plan for the city.

The Development Plan holds significance as it defines land use patterns in the city and details about different FSI norms for different areas. It is an exercise in planning and therefore remains only on paper.  The plan also contains the terms for schools, colleges, and open spaces for a given populace.

There is a Development Plan currently in force, but the BMC has decided not to wait till 2013 for it to lapse before coming up with a new plan. Following a Bombay High court order in December 2006 asking the BMC to start preparing a new plan well in advance, the civic corporation has decided to start work.

Although a Development Plan is in effect, but the BMC says not to wait till 2013 for it to lapse before coming up with a new plan. Complying with the order of Bombay High Court in December 2006, BMC has started to work out a revised plan in advance.

As little land is available for development in the city, the development plan will have to concentrate on a new urban design and the way to bring in no development zones to maintain the natural allure of the city.

The BMC must put a performance audit informing the public about the implementation of the present plan. It will help the city’s denizens to suggest modifications in the plan, says Ashish Shelar, BJP Corporator.

Maharashtra Government has assigned itself the power through the Maharashtra Regional Town Planning Act to carry out little changes in the plan, says town planner Prakash Apte.

The current development plan was drafted after 17 years of discussions and debate. And, the preparation of the plan began in 1977, got published in 1983 and the public suggestions were invited thereafter. The plan finally went to the state government which approved it in 1991.
