The new policies framed for the construction of Special Economic Zones (SEZs) have started to show their impact. However, the buzz over allegations of land grabbing and revenue has settled by now. Southern and western states are gaining maximum out of the SEZ policy whereas the East and North-East are losing out.
SEZs are largely contributing to the success of the economy and creating a large plethora of job opportunities. The state government is required to handle these important projects carefully. Land is a state subject and no company can acquire the property in the name of SEZs without the connivance of the state government concerned. The Centre has imposed curbs on state acquisition of land and planning new rehabilitation policies.
Earlier, the government had to face some political oppositions but it resolved the issue by allowing SEZ developers to negotiate directly with farmers and acquire land. Going by such a way, the farmers get more than Rs 20 lakh per acre in places like Jhajjar.
Haryana seems to be leading as far as development of SEZs is concerned. The state has left behind Punjab where only two SEZs have been notified so far. The progress of other northern states is no better. There are just three SEZs notified in Madhya Pradesh.
At present, Uttar Pradesh has around six SEZs in its pipeline but this seems far too less for a state with strong potential because of its strategic location to be in proximity of the National Capital.
Staying in step with the ongoing craze for SEZs, the youngest of northern states, Uttaranchal, is preparing to welcome SEZs, and hopes to get formal clearances for projects.
Taking a look at the North Eastern states, there is only one SEZ project to come up in Nagaland and that too is yet to be notified. The Southern and Western states are leading the chart. Andhra Pradesh has 42 SEZs, the largest in the country. Close on heels is Maharashtra holding number two position with 19 SEZs.
Tamil Nadu has 18 SEZs, followed by Karnataka with 17 notified SEZs. Next is Gujarat with 11 notified projects and 18 more in the pipeline. Kerala is too making rapid strides the field of SEZs with 8 notified projects.
Since Kerala enjoys 100% literacy rate, it can be an ideal hub for tech SEZs. Many of the projects in the southern states are on small scale but that doers not affect the development procedure.
